There is a need to improve the efficiency and impacts of tourism activities, avoiding damage to habitats, minimizing pollution and waste, and conserving precious resources such as water and certain forms of energy, taking every opportunity to innovate as we adapt and mitigate, for example using renewable energy, green technologies and efficient product life-cycle planning processes.
		National governments should provide a lead in mitigating and adapting to climate change in the future use of resources, through clear policies backed by actions supported through legislation and funding. This should be reflected in regional and local level planning and management.
		International, national and local NGOs and pressure groups are active in exposing climate change and resource depletion issues and in providing advice to different sectors, including transport and tourism.
		Research and education bodies play an important role raising understanding and awareness of climate change and resource management process and impacts and in seeking solutions through innovations that include new technologies and behavioural changes
		Actions to adapt to climate change, to mitigate its causes and encourage an efficient use of resources can be best taken at a destination level. Destinations should fully understand the sustainable shape and pattern of future tourism as well as taking specific management measures to address immediate negative touism impacts on the destinations' environmental and socio-cultural fabric.
		The sound environmental management of businesses, notably those involved in accommodation and transport, is critical to the impacts of tourism on climate change and vice-versa. Businesses should develop adaptation and mitigation strategies that take account of climate change effects, for example flooding and new market conditions, pursuing carbon-neutral, environmentally responsible, sustainable production.
		Climate change and resource efficiency issues point to the need to develop a new culture of tourism and travel, with travellers encouraged and assisted to consider the impacts of their destination and travel choices.

		In order to improve training and education systems in a knowledge economy there is often a need to establish networks or partnerships to implement specific projects. Many single issue NGOs can offer dedicated training and education in such collaborative efforts.
		Education and training professionals can support sustainable tourism in a number of ways e.g. through content of courses and learning materials (on and off line), developing topic learning areas and regional learning offers, managing projects, hosting forums, organize conferences, workshops, and publishing and disseminating articles.
		Destination management organisations can set up destination learning areas to improve networking, training and educational offers in the destination.
		SME and Micro enterprises need networking, training and education processes to improve competitiveness and sustainability. As recipients of training and education, businesses need concise and commercially relevant learning experiences. They should also seek to build sustainability education into their in-house training systems.
		Social networking has risen to the top of the travel agenda as consumers look beyond conventional advertising methods to gain first hand experiences from other travellers. Informal education through the media can be used to promote the sustainable travel message to consumers.

Currently a set of global sustainable tourism criteria (see the GSTC standards) have been collectively formulated and recognised by both industry and government as good guidance to stakeholders on how to best implement sustainable and responsible tourism certification.

		Governmental bodies can support the development and operation of quality assessment and voluntary certification to support policy beyond what may be covered by legislation and to stimulate innovation. They should ensure the credibility and independence of an systems and promote sustainable enterprises and associated offers in marketing programmes.
		NGOs can represent environmental, social, cultural and economic interests in the design and operation of certification schemes and associated communication. Networks of stakeholders can work together towards certification, encouraging and supporting each other in the process.
		Researchers and consultants contribute to the development of standards (criteria, indicators) and to the implementation of certification programs, including acting as auditors and providing training. Schools and universities should integrate sustainability assessment tools and standards in their curricula, field work and research.
		Destinations can use and promote certification to back up their sustainable development policy and strategy and stimulate more adherence by local business and other stakeholders to sustainability. They are also central to marketing efforts to promote relevant offers and brand messages.
		The participation of tourism businesses along the supply chain (transport, accommodation, catering, activities, visitor attractions, travel packaging and selling) is essential for the success of voluntary certification. All schemes must be designed to be valuable to businesses and can help them achieve both cost savings and visibility, in the context of corporate social responsibility (CSR), backed up by marketing.
		Certification and effective, reliable marketing provide travellers with reliable information about sustainability to inform their choices. By reporting their experiences, travellers contribute to transparency, give orientation to other travellers and valuable feedback to tourism businesses, marketing organizations and certification bodies.
