Tourism2030 - 7 New: Value Chain Management & Fair Trade- (approved-gs + transferred-DN)

The Role of Tourism Stakeholders

The essence of value chain management and fair trade is to influence regular business contracting processes to align with the need to address socio-economic inequality, stem the loss of both local produce and biodiversity, support cultural diversity and to take account of sustainability through three important steps: establishing a sustainable supply chain policy and management system; supporting suppliers in reaching sustainability goals; and integrating sustainability criteria into suppliers’ contracts.

Governments

Successful value chain initiatives are helped by support from government bodies and agencies, not only in financial terms, but also in order to provide a supportive context, official recognition and encouragement to these initiatives through important steps: establishing a sustainable supply chain policy and management system; supporting suppliers in reaching sustainability goals; and integrating sustainability criteria into suppliers’ contracts.

NGOs, networks, partnerships

NGOs are of vital importance as ‘facilitators’ of sustainable supply chain management. They can help the tourism industry to select and assess sustainable business partners by developing and establishing sustainability standards for different tourism-related activities, assessing the performance of actors in the industry, providing marketing platforms and facilitating business to business matchmaking.

Research, education, consultancy

Research institutes and consultancy firms are often involved in sustainable value chain management and fair trade by contributing to development and validation of the standards and by monitoring and analysing the nature and progress of value chain management and fair trade in the tourism sector.

Destinations

Destinations often control the external factors that enable local businesses in the value chain to meet sustainability criteria, such as through providing adequate local infrastructure for water and waste management. They can also assist with providing information and linkages between businesses.

Businesses

Private sector businesses, including tour operators and service providers, lie at the heart of sustainable value chain management and fair trade. A joint approach is vital – both horizontally (the collaboration between operators) and vertically (between operators and suppliers), sharing experience of the challenges of integrating sustainability into supplier selection and contracting.

Travellers

Value chain management and fair trade mean that travellers can be clear not only about the sustainable performance of tour operators but also their suppliers. Travellers should play their part in observing, supporting, and providing feedback on the various providers of the products and services they encounter.

Helping you further ...

Tour operators are particularly influential as they are at the heart of the tourism supply chain which runs from the consumer via travel agents, tour operators, and local agents to the eventual product: accommodations, attractions and transport.

Adequately implemented value chain management is one of the best ways to green an entire industry. Rather than relying on businesses to adopt CSR because it is fashionable or socially accepted as the ‘right’ thing to do, it is based on real market-driven requirements that entrepreneurs use in decision making.

Although the implementation of sustainable supply chain management is essentially an action that involves the private sector, it won’t materialise unless stakeholders cooperate and the sector jointly commits to requiring sustainable practices from their business partners. Such joint commitment often requires help and support from additional stakeholder groups, who are interested in being involved and lending their support.

Successful value chain initiatives are helped by support from government bodies and agencies, not only in financial terms, but also in order to provide a supportive context, official recognition and encouragement to these initiatives.

NGOs are of vital importance as ‘facilitators’ of sustainable supply chain management. They can help the tourism industry to select and assess sustainable business partners by developing and establishing sustainability standards for different tourism related activities, assessing performance of actors in the industry, providing marketing platforms and facilitating business to business match making.

Research institutes and consultancy firms are often involved in sustainable value chain management and fair trade by contributing to development and validation of the standards and by monitoring and analysing the nature and progress of value chain management and fair trade in the tourism sector.

Destinations often control the external factors that enable local businesses in the value chain to meet sustainability criteria, such as through providing adequate local infrastructure for water and waste management. They can also assist with providing information and linkages between businesses.

Private sector businesses, including tour operators and service providers, lie at the heart of sustainable value chain management and fair trade. A joint approach is vital – both horizontally (collaboration between operators) and vertically (between operators and suppliers), sharing experience of the challenges of integrating sustainability into supplier selection and contracting.

Many developing countries depend on tourism as their main engine for economic development, but sustainability is often a concern. In the absence of inter-sectorial linkages between tourism and other industrial sectors, opportunities for trickledown benefits to host communities are stymied. For decades, researchers have been contending with issues related to strengthening agriculture and tourism linkages as a strategy to maximize economic linkages. This service-oriented approach to the local food supply chain is posited as a new model in which agriculture and hotel linkages can be advanced. We collected data about local food hotel supply through interviews with key stakeholders. The findings from our exemplary case study confirm that strengthening inter-sectorial linkages have benefits for stakeholders. This case study suggests that there are opportunities for tourism policies that foster local food linkages with high-end accommodation properties as a strategy to spread the economic spin off from tourism and also to encourage youth involvement in sustainable tourism development.

The European Commission's Directorate-General for Research and Innovation and UN Environment’s Science Division co-organized a session on “nature-based solutions for greener cities” aimed at providing local communities with the means of creating a healthy environment.

The session took place at the third UN Environment Assembly’s Science-Policy-Business Forum on 3 December 2017. The <g class="gr_ gr_38 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling multiReplace" id="38" data-gr-id="38">panelists</g> were: Paul Mahony, Creative Director at Oppla; Carlo Calfapietra, senior researcher at the Institute of Agro-Environmental and Forest Biology, National Research Council in Italy; and Erica Key, Executive Director of the Belmont Forum secretariat.

Nature-based solutions are solutions that are inspired and supported by nature. They are an efficient and cost-effective way of providing environmental, social and economic benefits and building resilience. These solutions offer great opportunities for addressing the Sustainable Development Goals. They address local challenges, such as air, water and soil pollution. Through a systemic approach to problems, they offer several benefits at the same time. To allow for community ownership, we should design nature-based solutions to support social inclusion and help create local jobs.

The Belgian city of Genk faces a decrease in industrial jobs and, at the same time, lingering environmental problems from industry. In response, the city launched a five-year plan (2014-19) that makes use of nature-based solutions. The plan’s main objective has been to use Genk’s natural and human capital for sustainable value creation. The city has seen 69 gardens constructed in old industrial areas. These provide citizens with the opportunity to grow organic food, while in turn also providing nature-based recreation. Genk is also home to a project aimed at providing bees with enough pollen. The project encourages citizens to keep flower gardens for the bees.

International partnerships, social innovation and private sector involvement form an essential part of the development of nature-based solutions. <g class="gr_ gr_37 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace" id="37" data-gr-id="37">Oppla</g>, the result of two EU funded projects under Framework Programme 7 (2007-2014), is a marketplace for nature-based solutions and Ecosystem Services. It provides the key platform for businesses to interact and share information about their different approaches. This <g class="gr_ gr_45 gr-alert gr_gramm gr_inline_cards gr_run_anim Punctuation replaceWithoutSep" id="45" data-gr-id="45">in turn</g> helps private sector aid the development and spread of nature-based solutions. Making use of the new investment opportunities these create, offers private sector profits and green jobs. Oppla is also the EU evidence base repository for nature-based solutions. It seeks to present case studies from all over the world.

The current EU programme Horizon 2020 provides opportunities for international research and innovation cooperation on nature-based solutions and climate adaptation. Potential partners for projects include China, India, the Community of Latin American and Caribbean States, or the African Union. These projects will cast light on local variations when translating nature-based solutions beyond the EU. In this respect, not only could different nature-based solutions be developed. Greater attention should also be given to the role of social innovation, given its ability to mobilize citizen initiatives and the broader civil sector, the informal sector, indigenous knowledge, as well as the necessary capacity building.

Criticism of the “Pro-poor impact” of the tourism sector is often based on either the lack of efficiency of unrestrained economic growth to reduce poverty in parallel to the depletion of environmental resources (Woodward and Simms, 2006), or on the lack of evidence demonstrating the tourism sector’s potential in terms of poverty alleviation (Goodwin 2006, Harrison and Schipani 2007, Scheyvens 2007, Plüss and Bakes 2002 cited in Scheyvens 2009). Therefore, the objective of this course is to review both the debate on tourism as a tool for poverty reduction and the different methods that address the measurement of the so-called “pro-poor impact” of tourism. Finally, we provide concrete examples of what effective strategies to reduce poverty through tourism look like in practice.

This paper develops new measures of tourism yield in the context of Cambodia, a developing country in South East Asia. It first sets out some data regarding tourism in Cambodia and the reasons for tourism being identified as a tool for economic development and poverty alleviation. It then sets out the method and findings of a study by the International Finance Corporation-Mekong Private Sector Development Facility to develop standard and extended measures of tourism yield to assess the pro-poor impact of international tourism in Cambodia. These yield measures extend earlier work undertaken by the first author. It then discusses the policy implications of the findings. It is concluded that while tourism goes some way in reducing poverty in Cambodia, informed policy initiatives can enhance the effect. It is argued that different visitor yield measures provide an important basis for the development of strategies to increase tourism's pro-poor impact. A substantial barrier to the formulation of appropriate policies to increase the pro-poor benefits of Cambodia arises from the limited data available in poor countries generally.

This chapter first sets out to understand the role that less developed countries (LDCs) play in tourism at the present time and the potential for tourism to be a catalyst for growth. Secondly, it discusses the Travel and Tourism Competitiveness Index (TTCI) and the method of its construction. The travel and tourism competitiveness of Brazil and Thailand are examined as case studies. Thirdly, the chapter explores the potential effectiveness of some initiatives in support of the TTCI as a tool to help reduce poverty in LDCs. These initiatives include recommendations for widespread adoption of the UN Tourism Satellite Accounts (<g class="gr_ gr_19 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace" id="19" data-gr-id="19">TSAs</g>), that tourism services should be reinvigorated in the World Trade Organization's Doha Development Round and that tourism should be mainstreamed for development. Fourthly, the chapter explores the role that these initiatives can play in enhancing tourism's potential to be an engine for growth in LDCs. In particular, the initiatives are discussed in the context of recent research indicating that inter-industry effects can limit tourism's potential as a catalyst for economic development even in the face of elimination of barriers to tourism sector development.

The paper builds on previous ESCAP work namely the "Seminar on Tourism and Poverty Reduction" held in Bangkok (2001), a monograph, Poverty Alleviation through Sustainable Tourism Development, New York: United Nations Economic and Social Commission for Asia and the Pacific (2003), "The Challenges of Urban Tourism and Poverty Reduction, Regional Workshop on Urban Tourism and Poverty Reduction" held in Colombo, Sri Lanka (2002) and the Seminar on Poverty Alleviation through Sustainable Tourism Development, held in Katmandu, Nepal (2003). One of the recommendations emanating from the Katmandu seminar was to carry out more research on measuring impacts and to convene an experts' seminar to develop and agree on a regional approach to measuring tourism impacts. The paper builds on the work of several groups and individuals and acknowledges the important contributions of the Pro-Poor Tourism Partnership composed of Caroline Ashley, Harold Goodwin and Dilys Roe. It also draws heavily on the research and community based technical aid work of the Urban Environmental Management Project led by Walter Jamieson that was based at the Asian Institute of Technology from August 1998 – August 2003. Portions of the paper were presented at the Expert Group Meeting on Measuring and Assessing the Impact of Tourism Initiatives on Poverty Alleviation held in Bangkok from October 4-5, 2004 and have been amended to reflect discussion at that meeting. The paper summarizes some of the key ideas and issues in tourism-related poverty reduction before addressing the measurement of poverty reduction initiatives and the development of indicators. There are a growing literature and experience in the field and the paper attempts to summarize some of the key ideas and approaches.

At the United Nations Conference on Sustainable Development (Rio+20) in 2012, Heads of State adopted the 10-Year Framework of Programmes on Sustainable Consumption and Production Patterns (10YFP), a global framework for action to accelerate the shift towards SCP in both developed and developing countries.

The 10YFP generates collective impact through multi-stakeholder programmes and partnerships, which develop, replicate and scale up SCP policies and initiatives at all levels. The 10YFP also fosters knowledge and experience <g id="22" data-gr-id="22" class="gr_ gr_22 gr-alert gr_gramm gr_inline_cards gr_disable_anim_appear Punctuation only-del replaceWithoutSep">sharing,</g> and facilitates access to technical and financial resources for developing countries.
The important transversal role of Sustainable Consumption and Production (SCP) as an integral part of the 2030 Agenda for Sustainable Development has been clearly affirmed with the inclusion of a standalone goal (Goal 12) on SCP among the 17 Sustainable Development Goals adopted in September 2015 at the United Nations Sustainable Development Summit.
