This manual is an initiative of ECEAT International, the European Centre for Eco and Agro Tourism in partnership with the Europarc Federation. It is a practical manual on how to develop and manage tourism in protected areas. It is for all those responsible for the management of protected areas as tourism destinations. These include not only protected-area managers but also local authorities, tourism promotion agencies and tourism business associations.

It focuses on protected areas that are in an early stage of their tourism development and wish to do this in a well-planned and sustainable manner. Examples of such areas are the more than 26,000 Natura 2000 sites which have recently been recognised by 27 European countries.

The EETLS publication consists of an executive summary which introduces the reader to the concept of the project and the development aim of the EETLS. Its also explains the structure of the EETLS and the target group of the standard. The publication is then divided in 5 parts based on the EETLS Criteria categories (A Group, EETLS Group, B Group, C Group, D Group) and a references and acknowledgments section. In total 40 different criteria are included in the EETLS. Each Group of Criteria includes an introduction to the specific Group. Each criterion is presented with a Criterion Description, the Rational of the Criterion, a set of of sub-criteria and a table with recommendations on how an operator can comply with the criterion, which includes a set of indicators and recommendations. Finally many of the criteria are further elaborated with a case study from Europe or international.

It seems feasible to begin the discussion of such an acute topic as our natural reserves management structure with some sort of introduction or an extended epigraph. Irrelevant as it may seem, in fact it has a direct bearing on the issue under consideration. Currently, there is a wide-spread talk about a so-called "noospheric development" of certain regions of this country and of their strife to attain some new spiritual and ecological essence. Judging by the available literature, the right to "noospheric leadership" is claimed by Altai and Taimyr, the Barentz region and Beringia, ie territories with mostly intact (at least relatively) natural landscapes. There are plenty of publications devoted particularly to the noospheric role of natural reserves. It would seem natural to support this promising and evolving area by citing fundamental works of VN Vernadsky and his most close follower N.N. Moisseev, but they are so well-known that it would seem enough just to mention them. Apparently, it is preferable to cite less known ideas of one of the famous Russian philosophers NA Berdiaev - ideas that despite their seeming irrelevance have a direct bearing on this topic.

In the first part of the report expert evaluations of the future development of the forest industry sector and tourism and especially of the future of nature based tourism are presented. The present challenges are described and suggestions for the development are made. In the second part the future trends of nature based tourism are presented in connection to the different factors influencing the development. The main conclusion is, that nature based tourism is a growing economic sector and will also influence the use of forests. More cooperation is needed between actors of forestry, tourism, nature protection and regional development.

During the past two centuries tourism has grown to become the single largest human presence in many Arctic regions. Visitors to the Arctic now greatly exceed their host population at many popular destinations, and Arctic communities are increasingly reliant on the jobs, income, and business revenues tourism generates. The Russian Arctic and part of Canadian Arctic are the general exceptions to this picture. Many Native People, particularly those recently attaining self-rule, view tourism as a more sustainable economic endeavor than their historically tenuous dependence on either subsistence or resource extraction economies.

In Antarctica, there has been a tremendous growth in tourism activities over the last decades. The number of ship-borne tourists increases by 344% in 13 years and land-based tourists by 917 % in 9 years. By the early 1990’s, the number of tourists in Antarctica eclipsed the number of scientists conducting research there. Since then, the disparity between numbers of tourists and scientists has steadily increased. Today improving transport technologies, growing popularity, increasing wealth and leisure time, a moderating climate, and intensive tourism promotion are all contributing to the growth of tourism in the Polar Regions.

Given tourism’s prominence in both Polar Regions, and the expected likelihood that it will continue to grow and expand, residents, governments, and Non-Government Organizations (NGOs) want to determine the vulnerability of the polar environment to tourism impacts, mitigate these impacts and design and implement appropriate management responses.

This publication outlines the key features of the Polar Region environment and describes tourism’s multiple roles and impacts in both the Arctic and Antarctica. It describes the significance of Polar Region tourism, explains the trends and impacts, proposes an agenda for sustainable tourism development, and outlines principles, guidelines and selected good practices to conserve these unique wilderness areas through the regulation and management of tourism.

These actions are intended to benefit all countries in the European Union, as each of them, to differing degrees, has an interest in developing its tourist potential.`

This communication states four priority actions:

(1) Stimulate competitiveness in the European tourism sector;

(2) Promote the development of sustainable, responsible and high-quality tourism;

(3) Consolidate the image and profile of Europe as a collection of sustainable and high quality destinations;

(4) Maximise the potential of EU financial policies and instruments for developing tourism.

The report was created by the participants of the XV International Summer Academy on Challenges of Sustainable Development organised by the Sendzimir Foundation in Poland (July, 2012). The report identifies the main problems related to the tourism industry in the Hel Peninsula area and presents proposed innovations that could contribute to sustainable development of the region.

The report is a result of the Sustainable Local Development Project titled "Sustainable Tourism in Hel Peninsula" and can be used as an aid in finding alternatives that promote sustainable development, mainly in the tourism sector. It emphasizes on the importance of participatory decision making in planning and implementation of sustainable projects. The report was developed using the ISIS method (indicators, systems, innovation, strategy) used for the purpose of effective planning for sustainable development in local communities.

The first phase of the project involved field research in order to determine the number of tourists, plastic waste and sandhoppers. To recognise the preferences of tourists on the northern beaches of the Hel Peninsula, surveys were conducted. Field studies and surveys mentioned above, along with interviews with stakeholders were conducted in order to understand the key issues and trends in the region.

The main problems identified as affecting the region were seasonality of employment, the economic advantage of the tourism sector over other sectors, the increased level of emigration and limited access to education.

In-depth studies reflected the complexity of system problems described in the report, but they also helped in indicating the leverage points in which changes could be made to improve the whole system of sustainable development of the peninsula.

The problems identified during this study further helped in developing innovations that could contribute to sustainable development of the region. Suggested innovations included:

This study focusses on the current situation in the European Union regarding quality and sustainability labelling in tourism. There is concern that the existing volume and variety of labels has become a barrier to consumer choice, which in consequence may lead to lost opportunities to increase the competitiveness of the European tourism industry. The study analyses the possibility of the introduction of an EU standard(s) for tourism services through the initiation of a harmonised EU certification system and the potential for the establishment of a single European tourism label.
